Flag	Alerts	Description
BadRequestError	`Alpha`	Clients message is invalid and should retry immediately with a valid message.
InvalidScopeError	`Alpha`	Client's token is not valid for the intended message.

ThrottlingError	`Alpha`	Retriable after retryAfter seconds.
